Chelsea Gibson is a cybersecurity and program management professional, Air Force veteran, and experienced technical leader with over 15 years of experience driving cloud modernization, cybersecurity, and DevSecOps transformations across the Department of Defense.

As Co-Founder and CEO of Marestella, Chelsea leads the development of cloud-native and commercial cloud-based systems that deliver asymmetric advantage to the Warfighter across multiple domains.

Chelsea’s career spans time in uniform, as a contractor, and as a civilian—giving her a comprehensive perspective across Navy, Air Force, and Space Force programs. She has been both a critical individual contributor and a trusted leader, balancing the constraints of cost, schedule, and performance. She has successfully led and transitioned IR&D projects, S&T efforts, and large-scale IT portfolios, applying disciplined program management to accelerate mission outcomes for large programs of record portfolios.

Before co-founding Marestella, Chelsea managed multi-million-dollar modernization portfolios for NAVSEA, spearheaded Team Submarine cybersecurity initiatives, and played a key role in establishing a software factory supporting Undersea Warfare programs. Her efforts accelerated the Navy’s adoption of Infrastructure-as-Code and DevSecOps pipelines, laying the groundwork for delivery of containerized capabilities and early implementation of NAVSEA’s continuous ATO process. Chelsea also led a real-world cyber response effort and briefed senior DoD leadership across service branches. Today, Chelsea leads Marestella’s efforts to operationalize zero-trust architectures, cross-domain cloud solutions, and Infrastructure-as-Code at scale.

When she’s not leading programs or diving into architecture diagrams, Chelsea can be found traveling with her family, reading a good book, mentoring emerging engineers, or pursuing new ideas at the intersection of technology and mission impact.
